Google denied the accusations and in an email to Bloomberg said: "Google complies with tax law in every country in which it operates and we are confident we comply with Italian law.
"We will continue to cooperate with local authorities and work with them to answer all their questions on Google Italia and our services."
The company has also come under criticism in Britain for using legal tax loopholes to pay less tax.
Google's UK boss Matt Brittin has defended the tech giant after politicians attacked foreign companies for trying to cheat the system with their tax practices.
He said it was down to politicians to legislate if they wanted to force change as he fought back against suggestions that multinationals are "immoral".
Google paid £6m corporation tax on £2.5bn of UK revenues in 2011.
